The government of the India Alliance for the advancement of unity (UPA) is committed to developing world-class infrastructure and production capacity in the handicraft, handloom and decentralized power loom industrial cluster with the lowest 5000 looms (handloom looms and power looms).

The India unified Progressive Alliance (UPA) government formulated the comprehensive textile industrial park arrangement (SITP) in July 2005 to strengthen the infrastructure of the textile industry, because the textile industry has a growing potential.

As of March 31, 2008, 30 integrated textile parks had been approved.

The orchards will attract 169 billion 530 million rupee investment and will create 575 thousand jobs (direct and indirect) and produce 273 billion 860 million rupees per year.

This arrangement extends to the eleventh five year plan.

The government has allocated 4 billion 500 million rupees for the 2008-09 arrangements.

It is also intended to redevelop 10 textile parks during the eleventh five plan.

TamilNadu state held the inauguration ceremony for Palladam high tech loom garden in April 19, 2008.

The textile garden will create about 5000 jobs.

The remaining 29 textile gardens will be completed in 2008-09.
